Biography: Joe Palese is the Senior Director – Engineering and Technology for HARSCO Rail’s Intelligent Solution’s Group. He is responsible for the development of data analytic services, track inspection components, maintenance planning systems and other engineering activities. Joe earned his BSCE and MCE from the University of Delaware. He has been involved with applied railroad research for 25 years.
